Newer video cards with dedicated memory still use some system RAM to move data between the CPU and the video ram. This "maximum" ram is not worth anything when it comes to serious video performance, it's the dedicated ram on the video card that makes the most difference. 512MB is bare minimum, 1GB is a good start....
The 5650 video is almost twice as fast as the 5470
